 The Annual Meeting was a success thanks to all the owners that attended or turned in their proxy. During the Annual Meeting two Bylaw changes were put into effect, the first being the billing of monthly dues and the second being the quorum necessary to hold a meeting. Along with this newsletter you will receive a monthly billing statement for the April dues. Dues are now due the first day of each month at $75.00 per month. Each owner will receive the official Bylaw Amendments for your files once they have been properly filed with the City.
Weed Alert Letters are being mailed out this month to many residents in The Willows. We remind everyone that each owner is responsible to see that their lot is clean and free of weeds and debris. With our recent rains, many new weeds and grass have sprouted up in the rocks and lawn areas. We appreciate everyone taking the time to keep their yards neat and weed free.
We have noted several sheds have popped up in The Willows community. Sheds are not allowed and cannot remain. If you have a shed, please remove it right away to avoid any penalties or other action. This is a covenant violation.
The Hiett & Associates office will be closed at 12:00 noon on Friday, April 9, 2004 in observance of Good Friday. If you have an emergency, please contact one of the emergency numbers:

The neighborhood Association has rules that govern and guide what a resident may do when building, landscaping, remodeling and painting their property. These covenants are intended to maintain a consistent quality to protect the value of a homeowner’s property.
These covenants extend to the number of pets, the parking of cars on the streets, lawn maintenance, restricting the use of lawn buildings and prohibiting garage conversions, to mention a few.
Should a resident be in violation of one of these covenants, they will receive a letter from the management company by direction of the board requesting that the homeowner cure or remedy the violation. If after two letters, the violation continues, the management company will notify the property owner of a fine or the violation may be remedied by the Association at the cost to the owner and a lien may be filed against the property for the amount of the fine or remedy costs.
In order to avoid such action, please review your covenants. If you need a copy of the covenants, please contact Karen Pharr at the Hiett & Associates office at 760-4533.

Landscape Update

The clocks will change on Sunday, April 4th at 2:00 a.m., this will trigger the start of increased watering for the common area landscaping. If you see a leak in the sprinkler system at the common area medians (i.e. water running down the street, a geyser from a broken head), please contact the management office and they will contact Accent to make the repair right away.

All pre-emergent weed control has been applied and spot treatments will continue to be done throughout the season.

Accent Landscaping is working with the Landscape Committee to finalize plans for tip irrigation and planting.
